El Segundo Housing Overlay and Mixed-Use Overlay Design Standards

In 2022, The City of El Segundo adopted two overlay zones for its R-3 neighborhoods, a Housing Overlay and a Mixed-Use Overlay, to permit multiple dwelling units at high densities with permitted commercial uses to facilitate meeting the City’s Regional Housing Needs (RHNA) and Housing Element goals. The existing R-3 zone allowed for a density of 27 dwelling units per acre, while the Housing Overlay and Mixed-Use Overlay allow for 65 and 75 units per acre, respectively.
JKA was tasked by the City of El Segundo to develop design standards for adopted overlay zones that optimize the fit of larger multi-family and mixed-use projects within existing 2-, 3-, and 4-story contexts. Keeping the two new overlay zones in mind, JKA incorporated the changing context of State law as it relates to density bonus allowances and quantifiable design standards.
JKA observed the character of four different neighborhoods in El Segundo to better understand setback, height, lot coverage, parking, and other characteristics that could be translated into design standards. With these findings, JKA developed standards that provide for additional housing without sacrificing community character. These standards emphasize parkways, yards, and landscaping versus architectural expression to enhance the pedestrian experience.
The design standards were presented to the City Council for final approval and subsequently adopted in April 2024.
